Glitch Lab is an interesting tool that you can use to edit your photos or video with predetermined Glitch effects or even create them yourself.

The Glitch Lab interface is very comprehensive. However, if you have chosen to edit videos, the process will be very similar, and you can change the settings to your liking. Regardless of the file that you are editing, you should keep in mind that you have an infinite number of chances to undo and redo, which is a very useful feature for trying out each effect until you find your favorite, without the fear that you won't be able to go back.
